MSS workshop builds a shared understanding of disaster management services standards across government agencies

The Ministry of Home Affairs (MoHA) and the National Disaster Management Agency (BNPB), with support from SIAP SIAGA, held a workshop on ‘Minimum Service Standards (MSS) on Disaster Management on 28-29 June to increase local governments’ understanding of MSS implementation and provide them with guidance on planning and budgeting for various disaster management essential services, following the Regulation of Minister of Home Affairs No. 101/2018 and the Minister of Home Affairs Decree No. 050-3708/2020. The workshop was attended by 108 officials serving in Subnational Disaster Management Agencies (BPBD) and the Provincial Development Planning Agencies (Bappeda), representing 23 districts/cities across Indonesia. Key issues discussed in this workshop include the classification of development planning and local finance; identification of technical and general guidelines that have been issued to support MSS implementation; and the need for disaster risk analysis guidelines to consider local/regional risk characteristics. The workshop is part of SIAP SIAGA’s commitment to supporting the implementation of MSS at the subnational level.
