Lessons Learned Report No. 4: Participatory Review on Cyclone Seroja Emergency Response in East Nusa Tenggara (NTT)
This participatory review collected lessons from the Cyclone Seroja response to strengthen the province’s disaster management system. It captured the quality of services as perceived by the community through household surveys, and those who were involved in the response reflected on the survey findings and came up with recommendations for improvement. These recommendations were presented at provincial-level focus group discussion, where participants reflected on, calibrated and validated them. Given the limited time, the review was done at the provincial level and in 4 NTT districts: Kupang City, Kupang District, Rote Ndao District and East Flores District. Reflecting on the findings in this review, we recommend that: (1) a cyclone early warning system be developed in NTT, (2) a data and information management system be set up that is inclusive and integrates a complaint-handling mechanism, (3) the existing legal and planning framework be assessed at the district and provincial levels, and the necessary capacity be strengthened accordingly, and (4) private-sector preparedness and resilience to face future disasters be built.
