Creating a level playing field – lessons from COVID-19 on improving localisation

Five years after a remarkable attempt called the Grand Bargain, and even with external pressure as massive as the
COVID-19 global pandemic, there is only piecemeal progress in localising aid and orienting humanitarian action to be more locally-led and owned. The paper analyses at the relationship between humanitarian assistance and COVID-19, and why change has not been transformational, learning from experiences, narratives and observations at the global, regional and local levels. The paper suggests what can be done by local and national actors to shape humanitarian action. It further provides some recommendations for local and national actors as well as international partners, particularly those working in Asia and the Pacific.
